MEMORANDUM FOR: Deputy Director for Administration

SUBJECT: Observance of the Agency's Fortieth Anniversary
1. This requests that you authorize the Office of Training and
Education's Center for the Study of Intelligence (CSI) to take the
lead in organizing an Agency-wide observance of CIA's Fortieth
Anniversary in September--a role altogether appropriate to CSI's
charter.
2. Such an observance is not meant to draw attention away from
the Bicentennial of the US Constitution or detract notice away from
the inauguration of the new building at Headquarters. Although both
of those events certainly are of interest to the Agency's rank and
file, they principally concern top management and those affected by
a move to new quarters. The Fortieth Anniversary, on the other
hand, rightfully involves everyone associated with the Agency, past
and present, and could provide a unique means of communicating the
Agency's past accomplishments and prospects for the future to our
younger and numerically preponderant population.
3. Central to whatever might be planned, CSI would hope to
arrange for a two or three days series of lectures and seminars in
the Auditorium, involving Agency "greats" in the recounting of our
history as an organization, appropriate films and displays, and an
address by the Director to an invited audience drawn from across
all levels of the Agency. Seating at all of these events would be
by ticket and the sessions would be highly publicized to ensure a
maximum and changing audience.

SUBJECT: Observance of the Agency's Fortieth Anniversary
4. CSI would invite such other players as the Office of Public
Affairs, the Agency Historian, etc., who have a legitmate role to
play in such an observance to do so and to participate actively in
planning the schedule.
5. Clearly, such an effort requires lead time and careful
planning. It is for that reason that I ask you to approve this
request now.
