Agenda-Policy Issues - GSA Support to CIA
1. On 25 May 1982, a meeting was held between senior officials
of GSA and CIA to discuss major policy issues of concern regarding
GSA support to the Agency. Pursuant to a previous exploratory
meeting held between GSA and CIA on 7 May 1982, as described in
Reference A, GSA prepared and presented the agenda, Reference B,
as the structure for this meeting.
2. Representing GSA from the Central Office, were Mr. Terry
Davis, Assistant Administrator for Policy and Management Systems;
Mr. John Alderson, Deputy Commissioner for Operations; and
Mr. Stanley Langfeld, Project Control. Officer, Immediate Office of
the Administrator. Mr. Haase, Commissioner, Public Buildings STAT
Service, and Mr. Hussmann, Deputy Commissioner for Real Estate,
were unable to attend as planned due to a last minute requirement
to appear at Congressional Hearin s. Agency representatives
included Messrs. Fitzwater McDonald, Q and the STAT
undersigned.
3. Mr. Fitzwater opened the meeting by greeting the GSA
representatives, introducing the Agency participants, and describing
the organization and functions of the DDA. He mentioned that the
Agency has some of the most unique problems in the Federal Govern-
ment and that we are always coming to GSA with these problems
seeking assistance. In keeping with the new Administration's
desire for more activity in the intelligence area, we have become
responsible for more activities with little or no advance notice
of the timing or quantity of Agency support required. Accordingly,
we have an added dimension to the uniqueness of Agency problems
and it was hopeful that we?might work out some of these problems
which are listed in the agenda.
4. Mr. Davis stated GSA had reviewed the results of the
previous exploratory meeting and can't see why GSA can't overcome
these problems to serve our needs. He stated GSA wants to establish
a "unique relationship with CIA," perhaps a unique relationship

through a desk officer such that GSA could be informed immediately
of a need so the system could be short circuited to provide the
Agency with more timely and better support. If GSA could be
informed of relative Agency priorities, GSA could provide immediate
response or speed it up. Although GSA can satisfy your "hot" items,
it appears that everything cannot be priority. If work is not
progressing as expected, GSA can and will expedite it to get it
back on track again if so notified. He added that such a unique
relationship is not being provided to other agencies but that GSA
would like to establish such a long-term support relationship
with the Agency.
5. Mr. Fitzwater indicated that security was a problem
with cleaning and guard personnel and it has been difficult to
recruit these categories of personnel. GSA cleaning of the
Headquarters Building has significantly improved since an
additional 35 people were added to the staff. Mr. Fitzwater
further added that he addressed the GSA Group Forces in the
Headquarters Auditorium indicating his appreciation of their
support and the importance of our and-their work in achieving
Agency mission.
6. Mr. Fitzwater further elaborated that an agency's
product was impacted by the environment within which it worked,
that our product was very important, and that the Administration
felt our product was important. Accordingly, it is important
and necessary that our environment is good. He mentioned that
the Director was amazed we can continue to keep the quality of
people in the Agency in view of the fact they can earn more
money in the private sector. Many sophisticated people are
working on an important product and need an equally supporting
environment. Our building is becoming 20 years old and is in
need of special attention to accommodate these needs.
7. Mr. McDonald stated that he appreciated what Mr. Davis
was saying relative to his fine intentions and the establishment
of a Special Project's Working Group, but due to GSA's lack of
past performances after similar well intended starts that he
was somewhat skeptical of this proposed effort. He referred to
the most recent NAPA Report prepared for GSA, and the lack of
GSA adoption of its recommendations as evidenced by GSA. turning
down of our requests for Delegations of Authorities for increased
leasing and construction contracting authority. He indicated
our key problems continue to be in the areas of leasing;
reimburseable work activity; maintenance and operations; cleaning;
and inadequacy of GSA support, attention and action with regard
to facilities management of the 2430 E Street
facilities, that GSA had already delegated
M&O authority to the Agency and that a contract
had already been awarded for its operations.
