Dea~ Enclosed herewith is a copy of Portland Bureau Intercept Post Morse press schedule for 11 December 1947. The question has arisen in the minds of the people here in Portland as to the value of UP - AP material, to which approximately 2'2 hours daily are devoted. It is my feeling that ORE would certainly not want this AP - UP material eliminated. However, I believe you have had some abn ateation wit relative to having Tokyo take over some of this coverage. It is the opinion here that if Tokyo or someone else could take over this coverage, it would enable the Portland engineers to devote this period or at least part of it to cruising, and it is felt that programs of considerable interest, probably in Latin- America, could be covered during this period. As I wrote you in another letter, four code operators are cov- ering about twenty-three hours of programs per day here, which is a terrific load, and regardless of whether or not additional programs can be found in Latin-America or elsewhere, it would seem desirable to have Tokyo take over this coverage if possible, especially since it would not involve the expenditure of additional funds. If it can be done I think it should be, and I will be discussing it further with you upon my return. Sincerely yours, b K.
