This is in response to your 10 May inquiry about possible CIA participation in the VEPCO decision to upgrade the transmission lines between CIA/Idylwood/Tyson's Corner substations. CIA did not request the upgrading. Furthermore, the project will not increase our power supply. The CIA substation is located on U.S. Government property within the CIA compound. but the CIA is a VEPCO customer like other area users and has no voice in VEPCO policy. VEPCO informed the CIA in August 197h that it had received permission from the State Corporation Commission of Virginia to rebuild the transmission lines in the area. VEPCO, in accordance with its agreement with the U.S. Government, requested written permission from the CIA for work to be done within CIA boundaries.
