S. Hodge 1401 East Broad Street Richmond, Virginia 23219 Re: Central Intelligence Agency Headquarters Consolidation Dear Mr. Hodge: As a follow-on to our conversation earlier this week, I should like to express The Potomac School's concern that the traffic flow data that will be used to develop the transportation program for Routes 193 and 123 were accumulated in July and August of 1981. These data are considered not only to be outdated, but they also do not reflect the traffic that is generated by the private and public schools that are in the immediate vicinity of the CIA complex; or the traffic that results during most of the year from the significant number of people who were on vacation during July and August. It is requested that consideration be given to performing a new traffic study that will reflect the number of cars currently using the roads in question. This should either be programmed to be accomplished before the schools in the area dismiss for the summer during the second week in June, or delayed until after the schools start again in September. (Potomac School starts September 9.) This new transportation study is deemed mandatory in our case, since the buses and parents of the 550 students who attend The Potomac School are experiencing significant delays in transiting Routes 123 and 193, and particularly in crossing from the southbound lane of Route 123 across the northbound lane of Route 123, into Potomac School Road. Significant delays are experienced while waiting for a break in the traffic, jack-rabbit starts are required on the crossover slight incline, and it is only a matter of time until we have another serious accident at this site -- one individual already having been killed. The additional traffic that will be generated by the CIA Consolidation Program will compound the current problem. By the same token, residents of housing areas exiting onto Route 193 in the vicinity of Langley High School state that they are experiencing similar problems as are residents exiting onto Route 123 north of the CIA entrance. 1301 Potomac School Road ?
