Approved For Release 2008/06/04: CIA-RDP89-00244R000400740038-1 NATIONAL CAPITAL PLANNING COMMISSION WASHINGTON, D.C. 20576 In Reply Refer To: NCPC File Nos. 1485 and MP91 rem McLean, Virginia 22101 'Thank you for your letter of May 13, 1983, concerning the Federal Capital Improvements Program funding proposal for the Central Intelligence Agency headquarters consolidation. We have advised the full Commission and CIA of your concern and recommendations regarding the coordination of plans, adequacy of traffic studies, sequencing of traffic lights, and other factors. As the consolidation plans are being prepared by CIA, that agency has taken and will continue to take the lead role in coordination of its plans with the community. The CIA staff has reiterated to our staff in recent discussions that it remains fully committed to coordinating with affected organizations in the surrounding community on plans for the off-site road improvements, as well as the site and landscape plans for the consolidation project. Our staff will participate with the CIA staff in its coordination of the project plans. Pursuant to the National Environmental Policy Act of 1969, as amended, and the Council on Environmental Quality Regulations, the CIA and General Services Administration determined that an environmental impact statement is not required for the updated master plan for the consolidation project. In lieu of a statement, an environmental assessment was provided to the Commission in connection with its review of the master plan in January 1982 and is available for your review should you desire. We appreciate your comments and recommendations on this matter.
