SUBJECT: Meeting with Downscrest Citizens Association
1 March 1983
1. At the request of President of the
subject association, the undersigned and__________ of the
Building Planning Staff presented a status report on New Building
Planning.
2. The existing master plan was briefly reviewed, an
explanation of current survey and topographic work onsite was
provided, and our planned schedule was outlined. Citizens were
advised that it was our hope to start construction in the summer
of 1984. They were also advised that road funding has been
requested for Route 123 improvements.
3. With respect to New Building Planning, selected citizens
continued to express concerns about the traffic implications of
adding 1,000 vehicles to the Compound. One citizen suggested
that further traffic and roads questions be addressed to Virginia
Highways representatives. The other concern is the local concern
for the landscape buffering to be provided along Savile Lane and
around the reception center. They were reassured that planning
continues to provide additional buffers.
4. The rest of their concerns centered around current
operations and were, for the most part, old concerns that have
apparently not been resolved to their satisfaction.
a. Maintenance of the Savile Lane property line as
follows:
(1) Either repair or remove the boundary line
fence.
(2) Correct the erosion problem that is creating a
ditch along Savile Lane.
(3) Maintain the landscaping along Savile Lane. In
particular, remove the vines that are choking out trees.

b. Helicopter traffic continues as a widespread
community annoyance. Based on Agency records of calls to
the McLean Fire Department, citizens were previously advised
that there were approximately four landings a year. At this
meeting, citizens cited chapter and verse of much more
frequent activity by Navy and Marine helicopters including a
low level approach at 2:00 a.m.
5. The undersigned feels strongly that Agency management
needs to attach priority to resolving as many of these issues as
possible. We will need all the good will we can get from these
citizens to get us through the much more painful period of
construction.
