SUBJECT: Citizen Meeting - 13 October 1983
At the request of the undersigned and ~
Mai- with ocal citizens at the home of Mrs. STAT
The meeting was the result of a 51A1
request to hold further discussions regarding parking and its potential impact
on the adjacent subdivisions.
2. Agency representatives were requested to begin by restating the Agency
view of the parking situation after consolidation. The same arguments were put
forward, i.e., the parking ratios after consolidation will be comparable to
other. Departments and Agencies, will be consistent with administration policy,
and will be comparable to parking ratios previously experienced at the Agency
in earlier years when occupancy was at a maximum. It was added that citizen
fears that employees might park in local neighborhoods to carpool into the
Compound were unfounded. If employees are to carpool, they will do so closer
to their residences to gain the economies of carpooling.
3. President of the Evermay Citizens, asked if the Agency STAT
would publish a policy stating that Agency employees could not park on
surrounding streets and roadways. He was informed that, while publishing such a
statement is possible, enforcement by the Agency would not be possible. Mr.
had difficulty accepting this fact and returned to this question several STAT
times during the discussions.
4. The Agency representatives were asked what could be done if the
hypothetical parking problem in the neighborhood materialized. It was
suggested that the citizens take action to have the streets posted and it was
volunteered that Agency management would probably be supportive of their
action. The question then arose as to whether the Agency would make that
commitment now. The undersigned stated that chances are good and that a letter
to Mr. Fitzwater would be the proper vehicle to get such a commitment.
5. asked if the Washington Post story stating the visitor
center was to be moved to the George Washington Memorial Parkway entrance was
accurate. She was advised that the story was not accurate and given a verbal
summary of the DDA letter to Congressman Wolf on which the Post story was
based.
6. As usual, the subject of improvements at the Merchants Lane
intersection was raised. The undersigned stated that it was our hope that the
intersection improvements at the Agency would be such that the sight distance

problem at Merchants Lane would be eased. However, it would not be possible to
solve the problem unless the solution could be directly related to the needs of
the Agency, since it would not be separately justifiable to our Committees.
7. While little new information was developed during this meeting, the
insight it offered into the citizens of the adjacent communities was very
valuable. There is clearly no homogenous opposition to the Agency project and
associated impacts. The Ad Hoc Committee is in fact a minority group. Many
supportive and understanding statements were made by other residents. There
was no hostility evident at this meeting, just an apparent desire to better
understand the Agency view and explore our willingness to work with the
community. Possibly the coincident power failure that caused the meeting to be
held by candlelight contributed to the mellow mood.
