WASHINGTON, D.C. 20576 In Reply Refer To: NCPC File No. MP91 MAY 1 3 1982 The Editor The New York Times 229 West 43rd Street New York, N.Y. 10036 Contrary to the report in the "Washington Talk" section of The Times on May 11, 1982, the National Capital Planning Commission, on January 21, 1982, approved the master plan for the expansion of the Central Intelligence Agency complex at Langley, Virginia. In its approval of this plan, the Commission excluded off-site road improvements as proposed by the CIA and recommended the resolution of outstanding transportation concerns through coordination among the CIA, the Virginia Department of Highways and Transportation, and the Commission. Cooperation among these agencies is leading to a speedy resolution of traffic issues. The CIA prepared an excellent plan to accommodate its expansion needs and was most cooperative with this Commission and local and state organizations during the preparation and review of its master plan.
