MEMORANDUM FOR: Director of Logistics

SUBJECT: A&E Selection Procedures
1. The attached procedure for Architectural &
Engineering (A&E) selection updates the draft paper which
was distributed to concerned OL Divisions last month.
Except for the Procurement Division request to forego the
public announcement of proposed A&E selection in Commerce
Business Daily, reviewing comments by the Divisions have
been incorporated into the final study.
2. Following discussion with the Deputy Director of
Logistics (DD/L), we are recommending that the Director of
Logistics serve as the Contracting Officer and direct the
activities of the Evaluation Board and the Negotiation
Board. The study also recommends that DD L serve
as Chairman of the Evaluation Board and that
Deputy Director of Procurement Division, serve as C airman
of the Negotiation Board.
3. Publication of the Commerce Business Daily
announcement is anticipated the week of 8 February 1982,
which will result in initial screening by the Evaluation
Board by mid-March.

*With the caveats: (1) that the Director of Logistics be
designated as the source selection authority; (2) that a
DDS&T representative be appointed to the A-E Evaluation
Board; and (3) that the Chief, Procurement Division, be
designated as the Contracting Officer.
