SUBJECT: Architectural and Engineering Selection for New
Headquarters Building
1. An Architectural and Engineering Evaluation Board has
been established with the Deputy Director of Logistics as
chairman. Three additional Agency staff and one General Services
Administration representative make up the remainder of the Board.
2. In response to an announcement in the Commerce Business
Daily on 9 February 1982, for design services for the new
Headquarters Building, 35 qualifications statements were received
from interested architectural and engineering firms. These
responses have been evaluated by the Evaluation Board, and the
firms judged best qualified are as follows:
CRS/Sirrine, Joint Venture
Smith, Hinchman & Grylls Associates, Inc.
The Association of VVKR, Inc./Dewberry &
Davis/Everett I. Brown
3. These firms are being advised that funding is not now
available but that the Agency intends to continue the selection
process.
4. The Board will request these firms to respond to a project
questionnaire and will conduct interviews in the firms' place of
business during the month of April. Following these interviews,
the Board will rank the three firms in order of preference, and
fee negotiation will commence with the number one ranked firm
early this summer.

SUBJECT: Architectural and Engineering Selection for New

5. Assuming this schedule is maintained, we will be in the
position to award the design contract by October 1982.
Architectural and engineering funds in the amount of
$2,800,000 are included in the Office of Logistics FY 1983
budget; therefore, we plan to award the design contract in
October 1982 or immediately after passage of our FY 1983
budget if the appropriation is enacted after October 1982.
