1. In response to your request of 7 January 1982 for comments
concerning Subject, I would offer the following:
a. Paragraph 3, line 10 of the Proposed A-E Selection Pro-
cedures reflects that the Office of Security will "conduct"
investigation of key personnel for each firm and submit a report
of their findings to the Evaluation Board. It should be under-
stood by all concerned that in some cases this will be only a
preliminary investigation. Security approvals to the CONFIDENTIAL
level can be processed within the three week time frame mentioned
in Paragraph 3. Investigation of key personnel who would require
unescorted access to Agency buildings could take three months or
longer. I am assuming that only employees of the winning firm
would require such unescorted access. STAT
b. Attachment F, Section IV (SECURITY CONTROL), lines 6 and
7 indicate that "Key personnel of the project team may be required
to take a polygraph examination." It would, I believe, be more
accurate to state that "Any Project team personnel who require
unescorted access to Agenc facilities will be required to take
a polygraph examination." STAT
c. Attachment F, Section IV (SECURITY CONTROL), lines 7 and
8 state that the Agency will conduct a preliminary security
"investigation" of (the) firm prior to the (selection) interview.
It would be more accurate to say that the Agency will conduct a
"preliminary security inspection." STAT
