Larry:
1. I don't see any particular problem with the approach
suggested, and I assume that an effort has been made to ensure
that it follows the letter of the law since we intend to do all of
this publicly. It does raise a few questions, however, that I
would like to discuss with you and Paul at your convenience
including the following which are keyed to your draft:
Paragraph 2:
If I serve as the chairman of this group, then the
Director of Logistics would subsequently have to serve as
Chairman of the Agency Contract Review Board. Is this
desirable? Should there be a representative from the
Procurement Management Staff or any other Agency element?
Paragrph 3:
Can the security checks be performed within the time
available?
Paragraph 5:
Who will be the negotiator and who will perform the cost
analysis? I personally would prefer an experienced
negotiator from Procurement Division and that the cost
analysis (not cost estimate) be done by the Commercial
Systems and Audit Division, OF.
Paragraph 6:
Should EXCOM be involved in the approval process?

SUBJECT: Draft Study - Architect-Engineer Selection Procedures
I don't have any questions on Evaluation Criteria Points or
Questionnaires, but I do think it would be worthwhile if we had
something similar from GSA, FBO or the Corps of Engineers to
compare with. Apparently, FBO uses three or so well-known
architects to review design or select one. Then, an FBO board
further reviews their recommendations. Also, I am concerned
about advertising in Common Business Daily on February 1 in terms
of publicity if Congress still has not seen FY-83 Budget. Is it
legal to solicit by RFP and make source selection without funds?
Also, I think we might think about adding someone from the
Corps of Engineers or NSA et al to source selection board.
