We have been worrying with the problem posed inl Lpaper and find no easy solution. We have no trouble with John's assumptions except that many of us doubt that we will ever see the 2,500 additional positions. Nevertheless, we must plan for them in case they are approved through the budget process. 25X1 2. It appears that it would not be in our interest to go back to the National Capital Planning Commission (NCPC) to resize the building at this time. The " oli ical" whiplash which might result in resizing the new building for anpositions, at this time, could end un~subvertin7;the 25X1 whole project. As you know, we have two more appearances before NCPC in the future and it is not unreasonable to consider some additional square footage for machine space at a later date. Our big stumbling block is traffic; parking could be handled by a larger parking garage. I do not see how we can meet all of our future space requirements if the Capabilities '85 additions are realized we have a s ort a 1 of 33,530 square feet which he has stated coiQ be 25X1 OED, etc. Under this proposal, there would be no intention of that unit ever being housed at Headquarters. We are currently working on a proposal for leasing another outlying building to take care of the overflow while awaiting the new building. This new outlying building should be strictly temtnorary- with minimtmi expenditures for security, communications and data processing. Any augmenting of our new building should be provide where the expensive add-ons are in 25X1 place. 25X1 3. Since this is a serious problem, we will give it the attention it deserves and will keep you advised 25X1 recovered from machine space. Constraints include building size and traffic management. o The Building Planning Staff recently received guidance from the Comptroller for --]positions to be added be- tween 1984-1987. i o The Capabilities in 1985 exercise proposes an increase Iositions for 1984 to 1988 (or so). An estimated refined in the 1984 budget submission. o There is therefore a gap of about in the planning. o The big problem is that we are not likely to be allowed to increase the population on the Headquarters compound.
