a. Obligated the largest number of dollars by contract in the
history of the Agency.
b. FY-86 contract activity indicates ~tlt CIA ranks fourth of
approximately sixty Federal depart ents and agencies in the
amount of funds obligated by contract.
c. Made significant improvement in reducing Yacklog of Agency
contracts in settlement.
d.. Took steps to remedy certain vendor contrac'payment problems in
a cooperative effort with the Office of F44ance.
e. Continued an initiative to provide a more structured. approach in
defining the Agency's procurement policies and procedures.
f. Contracted with Coopers and Lybrand t9/complete a study of the
Agency's procurement system. Finaleport dated 31 July 1986.
g. Issued revised guidance to improve the p sentation of cases
before the Agency Contract Review Board/ The Board reviews
procurement actions exceeding X500,00 .
