SUBJECT: Recommended Changes to Draft Retirement Legislation
We have reviewed the May 12, 1986/9:00 a.m. Discussion Draft of the
Federal*Employees' Retirement System Act ("FERS Titles Draft") and the Senate
Legislative Counsel draft 079920.193 of Title IV relating to CIA retirement
("CIA Title Draft") we received on May 12.
Attached are six recommended changes to the drafts. Changes Nos. 1 and 2
are merely grammatical corrections; Change No. 3 is a technical correction;
Change No. 4 is a minor substantive change relating to access to intelligence
information; and Changes Nos. 5 and 6-strike CIA-related provisions in the
FERS Title Draft which are inconsistent with corresponding provisions in the
CIA Title Draft.
For your convenience, we have enclosed the relevant pages of the drafts
marked to show the attached changes.
