SUBJECT: Atlantic Council Discussion on New Soviet Trade Policies
1. As you know, I have been talking to the Atlantic Council on ways for
us better to draw on some of their interesting work and contacts. The first
fruit of these talks has emerged. The Atlantic Council would like our
participation at a 2 1/2 hour session on new Soviet trade initiatives
(including joint ventures), their implications for Soviet domestic policy,
foreign policy, and US national security policy. The meeting will be held
at the Atlantic Council, 1616 H Street, from 2:30 to 5:00 p.m. on Monday, 27
October.
2. The meeting will be briefed in particular by Jim Giffen, currently
director of the US-USSR Trade Council who is directly involved in
negotiations. Other invited participants include several people from the
Hill involved in these issues, Bill Verrity, former chairman of ARMCO and
former director of the US-USSR Trade Council, U. Alexis Johnson, Dale Good
(in charge of foreign policy issues at AFL-CIO), Bob Hormatt, Brent
Scowcroft, and Walter Stoessel.
3. President Reagan, Baldridge, Whitehead, Poindexter, Matlock, Ty Cobb
and former President Nixon, have all been briefed on the current initiative
and are strongly interested in the issue.
4. If this session goes well, we may try to participate with the
Atlantic Council in a number of other broader kinds of brainstorming
sessions. The Council has an impressive variety of local talent to draw
upon.
