Worldwide Active Measur and Propaganda Calendar Cpcrpt This Reference Aid lists international conferences, solidarity days, diplo- matic, and other events of known or potential significance for Soviet Bloc and Soviet clients' active measures and propaganda campaigns.F 25X1 ? Shaping policy through agents of influence. Active measures are designed to shape opinion in foreign countries on key political issues. As with propaganda, these activities are targeted at opinionmakers-such as political leaders, the media, and influential busi- nessmen-as well as the public at large. They embrace a range of activity that includes: ? Placing disinformation in the foreign press. ? Surfacing forged documents. ? Spreading rumors through word of mouth. ? Promoting causes through local Communist parties or front groups. The following types of events are included in this Reference Aid: ? Conferences and meetings sponsored by Soviet international front groups.' ? Events involving significant front group representation. ? Conferences and meetings sponsored by organizations targeted for Soviet Bloc active measures or propaganda operations. al Association of Democratic Lawyers (IADL). ' International Soviet front groups receive clandestine Soviet support and guidance for their activities. The International Department of the Communist Party of the Soviet Union provides direction to the various fronts through Soviet officials who are full-time members of the front secretariats or vice presidents of the organizations. Front rhetoric supports or promotes Soviet propaganda themes. The Soviets use the fronts to approach or co-opt individuals or organizations that would not be willing to associate with a group specifically identified as being connected with the Soviet Government. For the purpose of this Reference Aid, the 17 organizations that define themselves as "closely coordinating" international nongovernmental organizations are classified as front groups.
