SUBJECT: Proposed Joint OTE/ORD New Initiative
1. After careful consideration, it has been decided that the
proposed initiative entitled "Language School Upgrade" should be
an Office of Training and Education (OTE) submission rather than a
joint OTE/ORD (Office of Research and Development) new initiative.
This decision was based upon several factors:
a. The proposed initiative is primarily concerned with
implementing a Computer-Based Education (CBE) system
utilizing existing technology. There is very little research
incorporated into the package and, thus, seems to lie within
the realm of OTE's programming responsibility.
b. By FY 1986, OTE hopes to be in the position of
applying CBE to a variety of its programs, no longer
concentrating only on foreign language training, which served
as the CBE test bed for OTE. The proposed "Language School
Upgrade" might prove to be counterproductive to OTE's stated
long term goal of incorporating CBE into areas such as ADP
and management skills training.
c. An Office-wide CBE group has been tasked with
developing a long range, detailed plan which will outline the
steps to be taken and the funding required for this project.
The resulting information will be incorporated into a new
initiative for OTE's FY 1986 program submission.
2. We look forward to working with ORD in the research and
development areas of CBE. It is a rapidly changing field with
constantly evolving new technologies and the impact of new
developments upon the Agency must be determined. OTE will
continue to rely on ORD in the future for its expertise in such

1. With my submission of the FY 1986 Program Call to the
Comptroller's Office, the FY 1986 R&D planning cycle has now
moved into the budget cycle. I want to provide you an update
on what has happened to the FY 1986 R&D initiatives which you

ranked and commented on last winter.
2. This year the directorate has taken a thematic approach
to its FY 1986 submission of new initiatives. We have done
this for two reasons. First, is the emphasis we want to place
on some important resource needs. Second, is the flexibility
it gives in distributing the meager resources anticipated in
the near future.
3. I am pleased to report that of the four proposed R&D
solutions you ranked, three were incorporated into the Enhanced
Security R&D initiative. I have recommended to the Comptroller
that this initiative be an interdirectorate Theme submittal.
In the S&T directorate submittal we ranked this Theme as
number three out of ten.
4. With your support during the formulation of the
Agency's budget, we can ensure a strong R&D program which will
