SUBJECT: The Office of Security FY 1986 First Quarterly Review
1. The Office of Security FY 1986 First Quarterly Review was held on 10
February 1986 at 1400 hours. began the session with some
remarks concerning the agenda and the Office of Security (OS) population.

Program. He defined the future goals of the program and he stated that OS
intended to put Generalist Officers He
also discussed the planned increase in technical officers to all regional
staffs, and the planned increase inrlyaraphers to

DCI/DDCI. In addition, he provided an explanation of the current and
projected investigative workload,

3. then presented a Polygraph Program Update. He
stated that there were polygraph examiners on line as of January 1986, and
that he expects to have y January 1987. He explained that this number
could probably satisfy customer demands. also provided a
breakdown of polygraph requests by type (i.e., staff-and staff-like,
industrial, operational).
4. At this point,) provided a Security Protective
Service Update. He stated that since February 1984, OS has lost 29.6 per cent
of its EOD Security Protective Officers (SPOs). To halt this trend, the
division is considering an extension of the minimum tour and rewards for
experienced SPOs. also addressed the specific requirements of each
agency outbuilding, as well as those of the new headquarters facility. Then
he spoke about the possible transfer of GSA protective slots to the Agency.
Before concluding this segment of the session, riefed attendees on
the Security Escort Program. He provided background and discussed scheduling
difficulties and other problems facing the program.
