C. 20505 26 March 1986 The purpose of this letter is to provide FY 1986 Communications Services Industrial Fund (CSIF) billing rates and CSIF planning rates covering FY 1987 through FY 1992, to assist you in any long-range planning requirements. The CSIF planning rates provided by this letter allow for recently updated customer requirements, approved tariff changes, and guidance from the Office of the Secretary of Defense, concerning appropriate price escalation indices. a. DSN/AUTOVON Backbone: Billing rates for FY 1986 and planning rates for FY 1987 through FY 1992 are contained in enclosure 1. b. DCTN Non-Switched Service: Billing rates for FY 1986 and planning rates for FY 1987 through FY 1992 non-switched data/voice service are contained in enclosure 2. Additional rates will be published as new requirements materialize. c. Billing rates for FY 1986 and planning rates for FY 1987 through FY 1992 that DoD components should plan to charge non-DoD agencies for secure voice AUTOVON service that is provided via their secure voice facilities, e.g., FTC 31s, cord switch-boards, etc. are provided in enclosure 3. As in the past, reimbursement for interconnections between DoD and non-DoD secure voice networks in the Washington, D.C. area will be as mutually agreed between those agencies concerned. d. Planning rates for Oahu Telephone System (OTS) service are currently being developed and will be published by 1 May 1986. e. AUTODIN Backbone: Billing rates for FY 1986 and planning rates for FY 1987 through FY 1992 are contained in enclosure 4. It should be noted that the monthly rate for Query Response service for FY 1986 through FY 1992 will not exceed the basic monthly rates provided in PART I of enclosure 4, based on the speed of service, for the specific Fiscal Year indicated. f. Defense Data Network (DDN) Backbone Rates: (1) DDN backbone billing rates for FY 1986 and planning rates for FY 1987 through FY 1992 are contained in enclosure 5. The rates in PART I continue to be based on a flat monthly rate for listed DoD activities, based on their projected usage of the DDN. For other DoD and non-DoD activities, the rates indicated in PART II are based on a cost per month for each occupied IMP Host Port. Generally, the non-DoD users represent those activities which have been transferred from the ARPANET into the MILNET, which will become part of the DDN. The DDN monthly planning rates also include WWMCCS Intercomputer Network (WIN) customer activities, which have been transferred to the DDN. (2) The increase in monthly backbone charges, beginning in FY 1988, reflects approval by the Assistant Secretary of Defense to procure equipment in support of the DDN from Communications Services Industrial Fund resources. (3) The DDN backbone planning rates provided in enclosure 5 do not include any provisions for "Billing by Utilization." The feasibility of developing and publishing a combination of billing by connectivity and by utilization (i.e., by number of packets transmitted, time on line, distance, by precedent, etc.) has not yet been determined. If at a future date it is determined that "Billing by Utilization" should be implemented, all customer activities will have an opportunity to comment on the proposed method to be used, and will have sufficient time to adjust their funding requirements accordingly. g. ARPANET Backbone Rates: (1) ARPANET Backbone billing rates for FY 1986 are contained in PART I of enclosure 6. The basic charge per month per node will be increased by 10% for each additional BBN/C30 IMP or TAC connected to the basic node to accommodate additional host or terminal interfaces. C30's other than those co-located with an existing node will be considered as a new node and the full basic backbone charge will apply. (2) ARPANET Backbone planning rates for FY 1987 through FY 1992 are contained in PART II of enclosure 6. Beginning in FY 1987, ARPANET Backbone services will be billed based on a cost per month for each occupied IMP Host Port. h. Multiplex System billing rates for FY 1986 and planning rates for FY 1987 through FY 1992 are contained in enclosure 7, as follows: Declassified in Part - Sanitized Copy Approved for Release 2011/12/12 : CIA-RDP88G01332R001001280005-5 Declassified in Part - Sanitized Copy Approved for Release 2011/12/12 : CIA-RDP88G01332R001001280005-5 (1) Part I: Transoceanic teletype (75 BPS) and data (2400 BPS) Service (2) Part II: CONUS Channel Packing Service (3) Part III: CONUS VFCT Service (4) Part IV: European Channel Packing Service (5) Part V: 1.544 MBPS Service (6) Part VI: Washington Area Wideband System I-V (WAWS I-V): The billing rates are for point-to-point (within WAWS) service by modulation rate and are to be charged to the agency that requests the service, i.e., an agency that desires a 1.544 MBPS circuit from Andrews to Site R will be charged $11,029 per month plus DECCO Overhead. The rate is applicable from the point of entrance into WAWS to the point of exit and will not be charged by segments, i.e., Andrews - Meade and Meade - Site R. A rate for 36.818 MBPS (Color TV) from the Pentagon - Site R is offered at $102,000 per month which includes associated A/D converters ($18,000) necessary for interfacing the video with the WAWS Transmission Media. The rates do not include DECCO Overhead changes. (7) Part VII: Hawaii Area Wideband System (HAWS) i. The Overhead rates for FY 1986 through FY 1992 on all service for non-DoD activities will be 1.25 percent. Only AUTOVON and AUTODIN backbone rates announced in this letter have been calculated to include the overhead charge. j. Rate Stabilization: The CSIF rate stabilization policy as established by my letter dated 22 June 1982 is currently in effect and will continue through FY 1992. Except for those services that are applicable to the rates published elsewhere in this letter, the following stabilization rates will be used for all other applicable services leased through the CSIF, for each addressee, and will be billed by the Defense Commercial Communications Office (DECCO): FY 1986 FY 1987 FY 1988 FY 1989 FY 1990 FY 1991 FY 1992 3.2% * 4.1% 3.9% 3.4% 2.9% 2.3% 2.3% * This revised lower rate for FY 1986 will be effective 1 April 1986.
