SUBJECT: Nationally Funded Secure Telephone Unit-II (STU-II) -
INFORMATION MEMORANDUM
REFERENCE: NTISS-017/86, dtd 15 Sep 86, Same Subject
1. Consideration is requested for restoring the 15 nationally funded
Secure Telephone Unit-II (STU-II) terminals cited in reference as being
diverted for another purpose.
2. After reviewing STU-II resources and current requirements, we have
determined that the 15 units are critical to satisfying operational
commitments which cannot be deferred until STU-III replacements are
available. Previous STU-Il reductions were absorbed by rescheduling
applications and adjusting allocation plans. This last change in expected
equipment receipts comes at a time when alternatives have been exhausted and
reliance on anticipated remaining deliveries is a key factor in meeting secure

Executive was contacted by of my staff.
Although no promises were made regarding a change in the reallocation
decision, the necessity of identifyine this shortfall in STU-IIs was discussed
and is the basis for this request.

SUBJECT: Nationally Funded Secure Telephone Unit-II (STU-II) -
INFORMATION MEMORANDUM
1. In order to meet urgent, high priority telephone
security needs, I have found it necessary to reallocate a small
number of STU-II equipments being purchased with National
Funding. Included in this reallocation are the 15 remaining;
equipments which you were scheduled to receive under the ITT
production contract. Because this represents only a small
portion of your total STU-II scheduled deliveries of 647
equipments, it is anticipated that you will be able to adjust
your usage of the remaining assets to provide adequate security
until STU-III equipment becomes available in 1987.
2. I regret any inconvenience this action may cause, but
it was made necessary by the limited STU-II assets available and
changes in national security priorities since the time of the
original National Fund/STU-II allocations. If you still have,
urgent secure voice needs after reprioritizing usage of your
remaining asset ease contact your NSA Account Executive;

that all possible steps will be taken to minimize any impact
caused by this action.
