Consideration is requested for restoring the 15 nationally funded Secure Telephone Unit-II (STU-II) terminals cited in reference as being diverted for another purpose. 2. After reviewing STU-II resources and current requirements, we have determined that the 15 units are critical to satisfying operational commitments which cannot be deferred until STU-III replacements are available. Previous STU-Il reductions were absorbed by rescheduling applications and adjusting allocation plans. This last change in expected equipment receipts comes at a time when alternatives have been exhausted and reliance on anticipated remaining deliveries is a key factor in meeting secure 3. As suggested in your memorandum, the National Security Agency Account Executive was contacted by of my staff. In order to meet urgent, high priority telephone security needs, I have found it necessary to reallocate a small number of STU-II equipments being purchased with National Funding. Included in this reallocation are the 15 remaining; equipments which you were scheduled to receive under the ITT production contract. Because this represents only a small portion of your total STU-II scheduled deliveries of 647 equipments, it is anticipated that you will be able to adjust your usage of the remaining assets to provide adequate security until STU-III equipment becomes available in 1987. 2. I regret any inconvenience this action may cause, but it was made necessary by the limited STU-II assets available and changes in national security priorities since the time of the original National Fund/STU-II allocations.
