Casey CIA, Real Estate Construction Division Cia Headquarters Langley, Virginia 20505 Dear Mr. Casey: Last March, Virginia Power surveyed 5,202 of its commercial and industrial customers. The results disturb me. We conducted the survey to establish a benchmark from which we might gauge future changes in attitudes. But the attitudes we found varied greatly from fact. For example, more than half of our commercial and industrial customers believe that their electric rates are higher than those in other states. Facts prove otherwise. A recent report in Energy User News found Virginia Power commercial and industrial rates among the lowest in the country. Our commerical rates were lower than 94 of 137 utilities polled. Our industrial rates were lower than 96 of 146. Copies of the Energy User News charts are enclosed for your information. Since 1980, the typical bill for a Virginia Power industrial customer has actually dropped in unadjusted dollars, despite a 40.6 percent level of inflation over the period. The typical bill for a commercial customer has risen 14 percent since 1980 - about a third the pace of inflation. And this outstanding rate performance will continue. We announced August 20th that we will not seek any base rate increase at least through 1987. The survey results also indicated less than a third of our commercial and industrial customers feel Virginia Power is a better company today than five years ago. Quite candidly, we feel our company has made enormous strides over the first half of the 80's. By almost every measure, our generating and service performance have improved dramati- cally - most indicators actually top national averages. I am deeply concerned that so many of our major customers are unaware of the tremendous strides Virginia Power has made in the past five years. I am enclosing with this letter some information about our performance. But I am primarily writing to you to solicit your opinion. How can we better communicate with you? What can we do to better meet your expectations?
