SUBJECT: HAC S&I Document Request
1. I need your guidance on how to respond to a request from the HAC S$I
team that is presently investigating the Agency's real estate activities in
the Washington metropolitan area. Team members have now twice requested docu-
mentation on our internal decisionmaking on Reston. They have also
requested a copy of the A-104 analysis that we recently completed for OMB.
2. You will recall that we considered space/facilities as a single area.
Five documents associated with our FY 1988-89 program deliberations on Reston
or the New Building Support package are at issue.
-- My memorandum on new initiatives for FY 1988, dated 20 February 1986.
-- My memorandum on the ongoing initiatives, dated 27 March 1986.
-- Excerpts from the book prepared for the review of the ongoing
initiatives, dated 20 March 1986.
-- Your memorandum summarizing decisions made at the June Executive
Committee meeting on the FY 1988-89 program, dated 25 June 1986.
-- Excerpts from the book prepared for the review of the FY 1988-89
program, dated 19-20 June 1986.
3. A copy of the relevant parts of each of the five documents is
attached. Review of our records suggests that we have provided this type of
documentation for past S&I investigations. On the other hand, these materials
give a window into how we make our decisions, and thus might be considered
"Executive Branch" documents. )

1. This memorandum summarizes the decisions you made during the review of
ongoing initiatives. The funding profiles of the ongoing initiatives agreed
to in the meeting and shown in the attachment should be reflected in your 1988
program submissions due on 4 April. If you modify any profiles, you should
accommodate these adjustments within your directorate program.
2. The following decisions were made on the three issues raised by the
Comptroller. The attachment incorporates these decisions.

o The Agency will proceed with plans to move and consolidate DA
and DSET components in the Reston complex.
