Coburn 4 Deputy Assistant Secretary Passport Services SUBJECT: Obtaining Required Spanish Visa The State Department has been advised by the U.S. Embassy in Madrid that a considerable number of travellers holding official or diplomatic passports have been attempting to enter Spain without first having obtained the required Spanish visa. This situation has resulted in serious inconvenience to both the individuals involved, and to Embassy personnel. Travellers are usually detained at the airport for several hours before being paroled to appear at the Embassy and then the Foreign Ministry to regularize their status. These out-of-channel procedures cause an unnecessary strain in relations between the Embassy and the Foreign Ministry, and the Embassy has been informed that entry may be denied in future cases. We request that every U.S. Government Agency use all means available to remind bearers of official and diplomatic passports that they must obtain a Spanish visa before entry, regardless of the purpose of trip. Travel sections should alert all appropriate areas within their Agency of this requirement. We encourage every possible means available be used (i.e., newsletters, bulletin boards, etc.) to alert holders of official and diplomatic passports entering Spain for any reason to obtain a visa first. As in most instances the problems outlined involve individuals and their dependents visiting for incidental personal travel, it would be especially helpful if a reminder of this requirement is circulated during the spring and summer months. I appreciate your cooperation in resolving this problem.
