PURPOSE
The Senior Seminar is the most advanced exec-
utive development program for career officials of the
United States Government. The ten-month program
has been conducted annually since 1958 by the For-
eign Service Institute of the Department of State.
The Seminar is designed to provide an intensive
professional development experience for senior offi-
cials, most of whom have served abroad and expect
further foreign assignments. The curriculum
stresses the relationship among domestic, foreign
and national security policies. Seminar Members
study political, economic, social, regional and cul-
tural trends in the United States, relating them to in-
ternational issues and questions of national secur-
ity. This is done through extensive readings, travel,
the preparation of Individual Research Projects, and
discussion units featuring leaders and opinion
makers in domestic and foreign affairs.
The purpose of the Seminar is to ensure that our
top career officials who deal primarily with foreign
policy and national security have a comprehensive
understanding of the domestic assumptions which
sustain our foreign policy. This will enable them to
represent American interests abroad more effective-
ly and to take domestic attitudes into account more
accurately in pursuing a foreign policy which meets
our national interests.

nar is composed of 29 Members, 14 from the Depart-
ment of State and the others from the United States
Information Agency, the Department of Agriculture,
the Department of Commerce, the Department of
Defense, the Agency for International Development,
the Central Intelligence Agency, Federal Bureau of
Investigation, Intelligence Community Staff, the Na-
tional Security Agency, and five uniformed Services.
Members rank from Civil Service GS-15 to GS-18 or
equivalent in the Foreign Service or military.
