The next meeting of the National Drug Enforcement
Policy Board is set for Tuesday, June 17, at 9:45 a.m.
in the Roosevelt Room.
At our last meeting we were briefed by the
Department of Defense on their proposal to provide
additional air surveillance and detection capabilities.
The Policy Board Staff was tasked to determine the cost
impacts of that proposal for the United States Customs
Service and other agencies. The Office of Management
and Budget agreed to analyze alternative resources for
drug enforcement. The results of this work will be
presented on June 17 so we can decide how to respond to
the DOD proposal.
Enclosed are the minutes from the May 29 meeting
and the proposed agenda. Please notify the Staff
Director of any changes in the agenda.

MINUTES OF MEETING
NATIONAL DRUG ENFORCEMENT POLICY BOARD
MAY 29, 1986
Chairman Edwin Meese convened the seventh meeting of the
National Drug Enforcement Policy Board at 10:00 a.m. in the
Roosevelt Room. Minutes of the March 13, 1986, meeting were
circulated and acknowledged.
The Chairman reviewed the status of several reports. The
State Department's Latin American Regional Report has been re-
viewed by the Policy Board and will be returned to the State
Department with a Policy Board concurrgnce. They will forward the
report to Congress. The Chairman of the Policy Board will also
forward to Congress a report on interim measures to insure infor-
mation sharing between law enforcement agencies and the Department
of State. These measures are designed to insure known drug
traffickers are denied visas to enter this country. The Staff
will then work with the agencies to develop further measures which
will be presented to the Policy Board at a later meeting. The
Cannabis Report, the first report generated internally by the
Policy Board, deals with the nature of the Cannabis problem and
makes specific recommendations. It will be distributed at our
June meeting.
The FY 86 Appropriations Act Conference Report (appended to
the Continuing Resolution Authority) directed DOD to begin
retrofit of one stretched variant aircraft (deliverable in Janu-
ary, 1987) and consider funding for an additional nine aircraft in
FY 87-88 which would accomplish both military and drug law
enforcement missions. DOD put a $600M price tag on this plan and
developed an alternate proposal. The proposal was enumerated in
an April 30, 1986 letter from Secretary Caspar W. Weinberger to
the Chairman of the Policy Board in which he requested a budgetary
assessment of the impact of the proposal on the other agencies.
General Harold (Mac) Williams, USAF, briefed the Policy Board on
the DOD proposal which includes a mixture of mobile radar
platforms and tethered aerostats. Chairman Meese directed the
Staff to present to the Policy Board at the June meeting an impact
assessment of the DOD proposal on other agencies. OMB will
present a list of alternatives.
Staff Director Patrick H. Tarr presented a briefing on the
All Source Intelligence Center (ASIC). The Policy Board agreed to
accept the ASIC in concept. The ASIC Study, conducted by the
Coordinating Group, will be forwarded to the EPIC Advisory Board
which will be directed to develop implementing plans.
The Chairman adjourned the meeting at 11:10 a.m.
