SUBJECT: Breakfast Meeting with Secretary Weinberger and
Deputy Secretary Taft (25 July 1986)
The following subjects were discussed at the breakfast:
1. The DCI advised Secretary Weinberger that Evan Hineman would be
the Intelligence Community point of contact on the relocatable targets
issue.
2. Taft indicated that they have identified the money we sought and
are prepared to fill the request
the Soviet Union.
4. There was also a brief discussion of the Philippines.
5. The DCI complained about the misleading stories on the Stingers
for Afghanistan and updated the Secretary.
6. I advised the Secretary about South African nuclear developments.

presentation in Bonn to the effect that it had not been an accurate
representation of the Administration's position, thus Genscher had gone
to the Soviet Union with a misleading inteetati~n of what the
President's letter to Gorbachev will say. ~nr_
9. The Secretary reported on a luncheon meeting earlier in the week
with Senators Quayle, Wallop, Pete Wilson, and several others, urging
some sort of immediate deployment of an SDI-related point defense in
order to build momentum for continued funding.

10. The Secretary asked for our analysis of the Soviet
acknowledgment that there could be victory in nuclear war. I described
differences of view in the Agency, including the fact that there were
those who believed Soviet statements since 1977 had been disinformation
about their real intentions based on their view of what would sell in the
West, but that their actions suggested that they were planning their
forces and defenses with a view that if there were a nuclear war, their
intention was in fact to be victorious (or to prevail). He asked for our
