Sanitized Copy Approved for Release 2011/07/05: CIA-RDP88GO1116R001402520003-5 SECI1T 5 February 1986 MEMORANDUM FOR: Jay Rixse FROM: DCI SUBJECT: Compartmentation 1. I need to know all the restricted compartments in the Intelligence Community and whether there are likely to be any elsewhere in the government, though this can come later. -- How many people have access to each of these compartments? -- Is there any subcom artmentation? I wonder whether there ehniild hp? 2. Each compartment needs to be analyzed to determine whether this kind of subcompartmentation is possible and useful. The purpose of this would be to consider narrowing down the compartmentation to a reasonable number so that polygraphing, at least on a random or challenged basis, would become more doable and more acceptable. 3. I also need to know what the DCI's authority is with respect to these compartments. Can I, on my own authority and initiative, refuse to admit individuals to a compartment unless they are willing to be polygraphed in any circumstance in which it is decided that polygraphing is appropriate? Can we cut them off if they are asked to be polygraphed and refuse? William J. Casey 25X1 25X1 Sanitized Copy Approved for Release 2011/07/05: CIA-RDP88GO1116R001402520003-5 _ ' `
