Weekly Report Highlights
Analytical
-- OGI hosted a meeting on AIDS research that included State Department
officers and a State contractor who is studying the potential impact of
AIDS worldwide on foreign policy issues.

EURA's Director and Deputy Director joined almost 30 analysts at a two-day
retreat near Havre de Grace, Maryland and discussed career management, the
publication review process, and the working environment. The office will
test several novel suggestions made by the analysts.
-- SOVA met with former NIO Hans Heymann to discuss establishment of an
in-house course on the Soviet economy.
-- There were eight briefings on the Hill this past week.
Congress
-- On Tuesday, 18 February, Evan Hineman will meet with Representative Stokes
to discuss the problem of minority hiring within the DDS&T. This is a
follow-on to a conversation when Representative Stokes visited an Agency
facility.
-- On Wednesday, 19 February, HPSCI resumes its current intelligence updates
with the ADDI and ADDO scheduled to appear. The next update is not
scheduled until mid-March. These updates have gotten excellent reviews and
a good turnout of Members.
Administrative
-- The House and Senate have been far apart on their respective proposals for
a new supplemental retirement system for those hired after 31 December
1983. However, the Office of Personnel and Congressional Affairs
representatives met this past week with the HPSCI staffers, and Jamie
Cowan, Senator Steven's architect of the Senate legislation. The
information gained indicates a compromise is near. The HPSCI staffers'

position was very supportive of Agency requirements, somewhat of a reversal
from their previous position. This, combined with data coming in from our
consultants and the information received from Jamie Cowan, bodes well for
the Agency. The provisions which we considered critical to us are being
incorporated into the new ro ram
Things will be moving fast from this point on, with a deadline o
30 April set for enactment of the legislation. We are staying in close
contact to ensure our requirements are achieved as the legislation
progresses.
-- Congressman Frank Wolf posed several questions to the Agency regarding the
potential impact of changes proposed for 1 July 1986 in the way Federal
annuities are taxed. Data gathered in support of our response indicates
that we could face serious shortages of manpower and expertise if that

OL was advised by the Executive Director of the Institute of the
Ironworking Industry that the Agency's new Headquarters Building is to
receive their "Building of the Year" award. The Institute is composed of
20 representatives from major steel erection companies and bases its awards
on the following criteria: quality of design and construction; lasting
significance of the structure; architectural-engineering merit; and the use
of steel as the building's primary structural system. Buildings that have
won this award in the recent past are the Mobile Oil Corporation
Headquarers located in Northern Virginia and the Intelsat Headquarters
located in suburban Maryland. The Executive Director of the Institute will
soon be sending the Agency a letter requesting photographs for display at
an award ceremony to be held at the Congressional Country Club, and also
requesting a proposed list of Agency attendees.

1. The House and Senate have been far apart on their respective proposals
for a new supplemental retirement system for those hired after 31 December
1983. However, the Office of Personnel (OP) and Congressional Affairs

12. OL reports that in response to a petition filed by Local Union Number
82 to represent the custodial employees at Headquarters, Allied met with the
National Labor Relations Board on 7 February. This meeting resulted in the
establishment of a consent election to be conducted at Headquarters on
13 March within the guidelines and framework of the National Labor Relations
Act.

23. The first phase of OTE's Excellence effort is over. With written
contributions from the Office's branches, and a series of meetings involving
management and staff, the office determined that it would be useful to
articulate what OTE believes in; thus:
Training that counts for CIA
Leading the way in training
Working to be the best
Our people are the solution.
Each branch also developed lists of specific things it could do in
furtherance of the Office beliefs. Many have already been put into effect.
Some require support from mangement, and these, too, are being acted on.

ACIS responded to DCI request for information about support
regarding CW proliferation issue.
SOVA prepared talking points for the DDCI's meeting with the
Secretary of Defense on issues relating to DoD's 1986
publication, Soviet Military Power, and provided more detailed
comments on it to DIA.
CRES explained to the DDCI the differences between the DCI
10-Year SIGINT Guidance (a long-range forecast) and the Future
SIGINT Capability Study (a near-term consumer "wishlist").

paper on the background of Turkish-Syrian enmity in support of

OGI analysts attended a working group session at Commerce to
plan the drafting of an NSC study on semiconductor dependency, 25X1
and they also discussed this subject with Mr. Erich Bloch,
Director of the National Science Foundation.
NESA briefed Assistant Secretary of Commerce Joseph Dennin,
who heads the US delegation attending the US-Algerian Joint
Economic Commission meeting next week in Algiers, on Algerian
political and economic trends.
ALA sent Treasury Secretary Baker a briefing paper on
"Peru: Threat From the Left, Drug Traffickers, and Insurgents."
OEA and NESA pre ared talking points for 25X1
meetings on the Philippines and Libya. 25X1
OEA briefed the Assistant Secretary of Energy for
International Affairs on China's energy sector in preparation for
the Secretary of Energy's trip to China in March.
SOVA briefed State Department officials on the current
Soviet trade dilemma and its possible implications for
Gorbachev's high priority industrial modernization program.

WEEKLY REPORT FOR THE DCI

-- Informal discussions continue with the SSCI staff on the upcoming full
committee hearing on 20 February. This hearing will cover the non-covert
action portions of the CIA program. Covert action will be covered at a
hearing now scheduled for 23 April.
-- Duane Andrews, HPSCI staff, has forwarded five pages of detailed questions
on our 1987 Congressional Budget. They are to be answered before the
HPSCI budget hearing on 4 March.
-- The IC Staff has scheduled a meeting for all NFIP principals on
20 February to discuss the upcoming congressional budget hearings and how
to handle questions on Gramm-Rudman-:Hollings.
-- Letters have been forwarded to the four oversight committee staffs
informing them that we intend to restructure the secretarial occupation.

SUBJECT: Weekly Report
1. On Tuesday, 18 February, Evan Hineman will meet with
Representative Stokes to discuss the problem of minority hiring
within the DDS&T. This is a follow-on to a conversation when
Representative Stokes visited an Agency facility.
2. On Wednesday, 19 February, HPSCI resumes its current
intelligence updates with the A/DDI and A/DDO scheduled to
appear. The next update is not scheduled until mid-March.
These updates have gotten excellent reviews and a good turnout
of Members.
