I've checked with the Director of the Soviet office at the State
Department about your itinerary and the potential health hazard. State's view
is that Americans should currently avoid travelling to Kiev and adjacent
areas. At this point, however, State is not advising against travel to any
other areas in the USSR. For your further information, State regards the
Moscow and Leningrad areas to be safe on the basis of independent US
Government testing. Our own information is consistent with this.
Neither we nor State are aware of any Soviet sense of concern about the
Tbilisi and Samarkand areas. The latter two places also are a considerable
distance from the Chernobyl-Kiev area (Tbilisi, the closer of the two, is more
than 800 miles away).
Therefore, as the situation currently stands, there is no special reason
related to the recent events at Chernobyl that your group shouldn't travel as
planned. Nevertheless, it might be worthwhile to check with the US Embassy in
Moscow and Consulate in Leningrad when you arrive in those cities as to
whether they have any concern about vegetables, milk products, etc. They will
also be aware of any further cautions to travellers in the USSR, if any, at
the time. I hope this helps.

I am writing to you on behalf of Mr. Edward Eisele, the
Chairperson of a Young Presidents' Organization study tour, who
has requested that you speak before his group when they are in
Washington on May 23-24.
Mr. Eisele and twenty-five couples will be traveling in
the Soviet Union in late May and early June. They have scheduled
several noted speakers for their stop in Washington, including
Robert McFarlane, David Chadchadvadze and Dr. Dimitri Simes.
They would be very honored to have you speak to the group on
Soviet propaganda and disinformation, and I urge you to make
every effort to fit this event into your schedule.
As a friend of Mr. Eisele, I can vouch for his integrity and
commitment to make this study tour a very serious and worthwhile
endeavor. Your participation would be an invaluable addition to
their preparation for the trip to the Soviet Union. If, however,
you are unable to participate, I would appreciate your assistance
in obtaining an appropriate speaker.

We are certainly looking forward to your presentation to the Young Presidents'
Organization group on Saturday, May 24, 1986, on KGB activities and
disinformation. Your presentation will highlight our "Washington Briefing".
In the last several days, I have received a number of inquiries from tour
participants who are concerned about the safety of our trip to Leningrad,
Tbilisi, Samaarkand, and Moscow in light of the recent problem the Soviets have
had with one of their nuclear reactors. Not having any more to go on then what
we all hear in the press, I'm wondering what your opinion and guidance to us
might be at this juncture? While we have worked quite some time to prepare for
this study tour, if, in your opinion, the health risk is such that a postponement
would be prudent, I would not have a problem making such a decision. Any input
you might have at your earliest convenience will be deeply appreciated.

Dear Dr. Gates:
At Warren Rustand's suggestion I am writing in hopes you can help me. Some
months ago, the Young Presidents' Organization selected me to be the Chairperson
for a study tour for twenty-five couples to the U.S.S.R. in May/June, 1986. As
such, a great deal of planning and effort has gone into this project to date.
Prior to our departure, we are having a "briefing" in Washington, D.C., May
23/24, 1986. We have been fortunate to attract several very fine speakers
including Mr. Robert McFarlane, Dr. Dimitri Simes, Mr. David Chadchadvadze, and
Mr. Jon Lodeesen. Their subject areas include a historical sketch since Peter
the Great (Chadchadvadze), current (and possibly future) U.S. policy towards the
U.S.S.R. (McFarlane), Gorbachev and the Politburo Leadership (Simes), mission of
Radio Free Europe/Radio Liberty (Lodeesen). This brings us to the final slot
for our briefing on Saturday, May 24th from 1:45 p.m. - 3:15 p.m. After
extensive discussions with Warren Rustand regarding the subject of KGB
activities/disinformation, he recommended I contact you immediately in the hopes
that your schedule would permit your participation with us on this day. The
subject of disinformation is one which we Americans, along with our allies, will
be dealing with more in the future than we have in the past. As you know only
to well, the Soviet's appear to have taken a chapter out of one of Hitler's
books on disinformation and have subsequently become masters in this activity.
While I am not locked into this subject area, I'm proposing it to you in hopes
it would be an area you could discuss with us quite freely. Naturally, any
other subject area you would care to pursue would be of great interest to all of
us.
