I have worked up and have given to the language on Soviet, Nicaraguan, Cuban and Libyan subversion that you asked for on Saturday. I think it fits best right after the passages that deal with terrorism, insurgency, and political instability. An alternative was to work it in at the end (overall US goals could be described as both more achievable and more threatened than in the past with the Soviets and their friends posing the threat) but my feeling is that doing so would dilute the upbeat message that Rick told me you wanted to leave.
