COSTER Executive Assistant to the Commissioner Immigration and Naturalization Service SUBJECT: Interagency Group on Geneva Exchanges Initiatives (C) One of the most important achievements to come out of the President's meeting with General Secretary Gorbachev in Geneva was agreement on the utility of broadening exchanges and contacts in a wide variety of fields. These programs, which are intended to go beyond traditional exchanges, will require careful planning and coordination if we are to ensure true reciprocity and that these programs fulfill the purpose of promoting better understanding and communications between the peoples of the US and the Soviet Union. Accordingly, the NSC is hereby establishing an Interagency Group on the Geneva Exchanges Initiatives (IG/GEI) to provide policy guidance on the programs to be included under the exchanges initiatives, to vet proposals for such programs, and oversee their implementa- tion.
