MICHAEL DRIGGS Special Assistant to the President for Policy Development As a result of the IG(Space) meeting of February 5, 1986, certain actions are required leading to formulation of recommendations on changes to the U.S. space launch program. The Shuttle Challenger loss requires addressal of the program in the near, reconstitutional phase; the mid, transitional phase; and the far, future capability phase. (C) One action is to consolidate all pertinent data on impact the loss of the orbiter has on the U.S. national space launch program. This means identifying which civil, commercial, military, and intelligence programs are affected and reviewing what can be done to modify the planned satellite launch manifest to reprioritize, defer, or cancel launch actions for selected spacecraft. Other actions include identifying costs, timing milestones, treating policy issues, analyzing international implications, designing strategy ensuring that early expenditures and program changes efficiently coordinate with mid and long term goals, examining the role of private sector involvement, determining legislative options and what role the aerospace plane could play. (C) We request that DOD and NASA co-chair a subcommittee of the IG(Space) made up of IG(Space) member agencies and depart- ments. The subcommittee should consolidate as many inputs as possible, a number of which we are told are either done or nearly done, and provide a draft report to Jerry May of the NSC Staff by February 14. We plan that the IG(Space) will convene on February 14 to receive copies of the draft report, hear a brief progress summary from the subcommittee co-chairmen, and determine priority of the next actions.
