1. The Director of Central Intelligence's title should be uniform
throughout the list--e.g., SIG/FP lists him as Director, Central Intelligence.
2. Attached, please find an annotated copy of the draft SIG-I structure.
a. The Deputy Director of Central Intelligence is the SIG-I's Vice
Chairman.
b. The National Operations Advisory Group, the Technical
Countermeasures Committee, the Technical Surveillance
Countermeasures Committee, and the Physical Security Committee
are subordinate to the IGs; they are not IGs themselves.
c. Security Council and Intelligence Information,
Counterintelligence/countermeasures Implementation,
Counterintelligence Working Group, and Geneva Exchange
Initiatives Working Group, if they exist, are not part of the
SIG-I structure.
d. The National Foreign Intelligence Council is an advisory body to
the DCI, established under his authorities in E. 0. 12333 as head
of the Intelligence Community. It is in no way a part of any SIG
or IG structure.
