OF responded to a request from the Inspector General Staff for a description of the payroll system treatment of SIS employees working a flex schedule (5/4-9) and claiming compensatory time if work was performed on the scheduled day off. OF advised that the payroll system alerts us to this entry during the processing of time and attendance cards. As of the 25 June construction meeting with the George Hyman Construction company, the first level of the new parking deck will be complete by 15 July. The second level should be complete in early August, and the third level will not be available until the end of Centex's contract in 1987. Hyman will start renovating the temporary West Lot 'A' in late July or early August after the parking deck becomes available. h. As of 25 June, a total of 30 flat-bed trailer-truckloads of steel have been delivered to the new building construction site. Due to the lack of storage space on the site, it is planned to only bring in what can be erected in one day and keep a few loads in reserve. A total of 7,000 tons will be delivered over a seven-month period. i. The North Dock will be closed on 15 July except for the SOMAT operation. Centex will then start work for the new North Dock. It is estimated that the job will take six to seven months. When completed, Centex will start construction on the new South Dock and all dock operations will be out of the new North Dock. These job requests consisted of generating a total of 192 8x10 color prints from 14 viewgraphs for a White House briefing on the morning of 21 June. k. During the reporting period. ical Security Division/OS visited and reviewed the security enhancements implemented during the past year. They included: monitoring of the building perimeter with CCTV units equipped with motion detection equipment, installation of ballistically-resistant door units at the main lobby entrance and the installation of counterterrorist deterrents along the front perimeter. 1. In an attempt to resolve the acute Security Escort shortage in the face of ever-increasing requirements for Security Escorts, a new program for recruiting escorts was implemented. To date, there have been over 200 responses to a Headquarters Notice advising of employment opportunities for spouses and/or mature dependents. The first group of escorts are expected to enter on duty 8 July. n. Director of Personnel and Deputy Director of Personnel for Employee Benefits and Services joined the Deputy Director for Administration at a luncheon attended by representatives from the Government Affairs Civil Service Sub-Committee. The purpose of the luncheon was to obtain updated information on the Senate's efforts on supplemental retirement and current budget activities on the present retirement systems. ]advised that Senator Steven's Supplemental Proposal will be disclosed this week and that Congress will hold hearings after the July 4 recess and the full Senate will consider the legislation after Labor Day. The intent is to have legislation passed by 31 December 1985. OP continues to closely monitor activity on retirement issues. o. Under current law, individuals who are restored to earning capacity from disability retirement status lose their insurance entitlements if not otherwise eligible for a regular annuity. Although they may subsequently be reinstated to disability status, they do not regain entitlement to insurance coverage. The amendment, which is retroactive to December 1983, would correct this situation permitting reinstatement of both health and life insurance at the time the disability annuity is renewed. OP is aware of one individual who will be eligible for this benefit and is currently researching records to determine if other disability retirees may be affected. p. The U.S. Air Force has provided the office of Personnel-Employment with a list of all officers under the age of 35 who will be separating from the Air Force in July and August 1985. One-hundred-forty-three letters describing career opportunities in the Agency and inviting application to the CT program were sent to those separating in July. Letters to the 175 separating in August will follow. Of the 318 officers on the list, 58 are engineers, 33 have degrees in the hard sciences, 22 in math/computers, 71 in social sciences, and 82 in business/public administration. q. On 8 October 1985, the DS&T and OP Recruitment Operations Division of Employment jointly will participate in a Satellite Career Network Teleconference. The teleconference is targeted at technical seniors at 21 major universities. The Agency participation will consist of a 20-minute segment, which includes the showing of the OP recruitment video, followed by questions from the students that will be answered by DS&T officers. An Agency recruitment activity officer will be present at each college site to provide further answers and followup on any students who exhibit an interest in Agency careers. r. Mr. John Marsh, Secretary of the Army, is receiving tutorial Spanish language training conducted by the Office of Training and Education (OTE) Language School instructors. Secretary Marsh is being trained from Monday, 24 June, until Friday, 28 June, at the Chamber of Commerce Building. S. The Agency is normally allotted two spaces by the Air Force for each running of the Dynamics of International Terrorism Course, conducted by the Special Operations School, Hurlburt Field, Florida. However, the School sometimes offers us extra spaces in a course running.
