b. Recent articles in Mike Causey's column in The Washington Post
have created some concern among Agency employees who are planning to retire in
the near future. Mr. Causey has reported that the House of Representatives is
considering a tax reform proposal affecting retirement annuities. The
proposal would make all retirement annuities, including those of Federal
retirees, subject to immediate Federal income taxation upon retirement, rather
than the current system which allows a tax-free period on annuities until the
retiree's contribution to the retirement fund is recovered. The Office of
Personnel (OP) has received a number of inquiries from employees trying to
determine the status of the legislation. Obviously, this is very complex and
it is difficult, if not impossible, to predict what provisions ultimately
will be passed. However, current information indicates the bill voted out of
the House Ways and Means Committee will be effective mid-1986 for the annuity
taxation provision vice the beginning of the year date reported earlier in
Causey's column. We are preparing a WWSB and Employee Bulletin providing this
information to employees. We are following the status of the legislation on a
daily basis and will advise employees immediately of any change which may
affect those who are retirement-qualified.
c. OP continues to attack the insurance claims backlog problem
through the use of overtime, the addition of new adjudicators, and by
fine-tuning the processing system. These efforts are paying off, as we are
now down to a 10-workday backlog which is a dramatic reduction compared to two
months ago. We intend to persist in our efforts until the backlog stabilizes
to two weeks which we believe is an acceptable level of activity.
e. An unusual number of hearing loss cases filed by Agency employees
and retirees have been settled recently. All are cases filed through the
Department of Labor's Office of Worker's Compensation and represent hearing
losses sustained as a result of work-related activity. Three active employee
cases were settled in the amounts of $14,042.26 (14% loss), $75,161.52 (63%
loss) and $19,175 (21% loss). In addition, a retiree case representing an 8%
hearing loss was settled in the amount of $9,393.
f. During the past week, several anti-CIA demonstrations took place
on the campus of the University of Pennsylvania. A group identified as the
Progressive Student Alliance (PSA) appeared to be the sponsor of these
demonstrations and requested a meeting with Agency recruiters which was
granted. Other than the time alloted to listen to PSA speakers, there was
little disruption to the planned recruitment activities; however, a few
applicants cancelled their interviews as a result of these demonstrations.

g. To assist OP in determining which colleges and universities should
be targetted for recruitment, tabulations were derived for FY 1985 EOD's by
education level by school. This data, compiled by regional recruitment area,
showed that of the 960 FY 1985 EOD's on record as holding college degrees, the
largest percentages attended universities in the following regions:
Washington, D.C., 32.71% (314 EOD's); Cincinnati, 11.98% (115 EOD's); Los
Angeles, 10.73% (103 EOD's)t and Atlanta, 10.31% (99 EOD's). The top three
schools in the Washington, D.C., area that provided a total of 80 EOD's were
George Washington University (30), University of Maryland (29), and American
University (21). Other colleges and universities across the country
contributed significant numbers of FY 1985 EOD's: State University of New
York (18), Pennsylvania State (17), Indiana University (16), Ohio State
University (14) and University of Michigan (13).

The Deputy Director of Security was the graduation speaker to the class which
included police officers from other agencies.
Officers from
j. Personnel from the Information Management Staff (IMS/DO) have
begun searching boxes of Office of Strategic Services (OSS) records at the
Agency Archives and Record Center (ARRC) to determine if any contain nitrate
film. Some of this type of film has been found among OSS records recently
transferred to the National Archieves and Records Administration (NARA).
Because nitrate film is extremely flammable, NARA destroyed the original film
after reproducing it. In the current IMS review, some additional nitrate film
has been found. This film will be reprocessed on other than nitrate film
before transfer to NARA. Other old records retired prior to 1953 will be
searched to determine if they might also contain nitrate film.
k. The Director of the Information Security Oversight Office (ISOO),
accompanied by a representative from OIS, attended a briefing by the Office of
Security on the status of 20 unauthorized disclosures to the media that were
reported to the Department of Justice during the last six months. Director,
ISOO spoke about the need for increased action in information security and the
damage done to the credibility of the information security system by the
absence of prosecutions or even administrative sanctions against individuals
who leak classified information to the media.

1. The backlog of initial FOIA and Privacy Act cases is now at
1,752. OIS has also been concentrating on the really old cases; i.e.,,
pre-1980. At the beginning of 1985, there were 177 such cases. OIS has
already closed 83 of these cases and expects to close more by the year's end.
m. The first running of the Executive Leadership Forum, formerly
known as the Executive Development Core Course, was conducted at the Belmont
Conference Center, Elkridge, Maryland, from 18 - 22 November. The focus was
on effective executive leadership--the responsibilities, skills, and
pitfalls. These were considered through a series of lectures and exercises.
Max Knight, Vice President of IBM; James O'Connor, Assistant Dean of the FBI
Academy; and the Director of Training and Education, discussed the
identification and development of leaders in their respective organizations in
an evening roundtable. Another highlight was an exercise on executive and
management responsibility for identifying and handling situations with serious
security implications such as leaks and espionage.
o. Career Trainee Development Course (CTDC) No. 18 ended on
22 November 1985. The final course critiques were very positive and
encouraging. One of the CTs said, "there is no better way to EOD. CTDC
contributes to a greater efficiency and cohesiveness in the Agency as a
whole." Class members will now go on interim assignments in various parts of
the Agency until 5 January 1986 when they will start the full Special
p. The first running of the Recruiter Trainin Course (RTC), jointly
run by OTE and the OP, was held 13 - 22 November Seventeen
directorate and OP recruiters participated in RTC-I (the first three days) and
10 (primarily OP recruiters) continued with RTC-II. RTC-I focused on the
laws, regulations, policies, and procedures which govern Agency recruitment
activities while RTC-II continued with in-depth instruction primarily on
interviewing and presentation skills and recruitment activity management.
Instruction was given on writing and briefing skills to the pilot running of
the Recruiter Training Course. Participants gave high ratings for the overall
effectiveness of the program. The next two runnings are tentatively planned
for 8 - 17 January and 12 - 21 March 1986.

s. On 25 November, representatives from the Directorate of
Intelligence (DI), the Office of General Counsel (OGC), and contracting
officers from the office of Logistics (OL) met with Mr. Mike O'Neal of the
House Permanent Select Committee on Intelligence. The purpose of the meeting
was to answer questions Mr. O'Neal had about two unclassified contracts
awarded to a Harvard Professor. One was nonpersonal services
contract awarded by the DI contracting officer in 1982. The other contract
was for personal services awarded by OP in 1985. As a result of the publicity
that occurred from the award of the 1985 contract, which alleged that the
Agency was hiding their association with Harvard, Mr. O'Neal wanted
information regarding the award of the two contracts. He was primarily
concerned with the nondisclosure and nonpublicity clauses contained in the
contracts. At the close of the meetin Mr. O'Neal appeared satisfied that
the contracts in no way precluded from informing Harvard
officials of his contractual agreement with the Agency.
t. OL reports that on 21 November two milestones were reached on the
New Building. The final piece of structural steel was put in place on the
North Tower, and the last section of the New Building perimeter concrete wall
was poured. Work has begun on installing the catwalk on the north side, which
will be between the exterior copper shield wall and the glass screen wall.
