Casey Director Central Intelligence Agency Washington, DC 20505 Dear Mr. Casey: I want to strongly endorse the 15 June 1984 draft of the National Policy on the Transfer of Scientific and Technical Information. When the issue of scientific communication and national security rose to prominence a few years ago I, along with the presidents of four other major research universities, strongly advocated the position being espoused in this draft statement. The true security of our country depends on having the largest possible segment of our scientific community involved in fundamental research. This research enterprise has flourished precisely because information is freely and openly exchanged with full involvement of students, on university campuses. I am very pleased to see that the proposed policy will, assuming very judicious use of classification, insure that the universities will be able to continue to make their contribution.
