Essentially all elements of the speech repeatep statements the President has made in his many previous speeches on Latin America including his May 8, 1984 speech to the Council of the Americas (where he gave an overview of his policy in Latin America), his may 9, 1984 speech on Central America delivered on national television and his December 4, 1984 welcoming statchent to President Lusinchi of Venezuela.
