I appreciate your complimentary report on
assignment with you. I am pleased that he has been of service to
you in such an important area. I am reluctant, however, to
assign him to your staff for another year. The Congressional
Fellowship Program is well established and important to us, but
it is also a program which is intended to provide our officers
with some insight into how Congress works, how they use
intelligence, and then return to put that knowledge to work
within the Agency.
I get requests to extend the tours of many of the officers
we send out on rotation. Although it is difficult not to bey
pleased with the value placed on those we send on rotation, I
hesitate to extend tours. Obviously, we will continue to be as
supportive as we can in providing you with intelligence on
strategic issues. I will encourage CIA officers going into the
Congressional Fellowship Program to apply for assignment on your
staff.
