It is probably the biggest intelligence coup gotten from the Soviets ever. They certainly feel it has done them enormous damage. If properly put out, it would constitute a great propaganda blow, educate the public on Soviet designs and how they work, and put added pressure on our contractors to protect their technology and secrets. The most important thing is to see that it gets attention. When we sanitized it for the first time for our annual assessment of Soviet strategic forces and briefed it to the Senate Armed Services Committee, it got very little newspaper play. We have to guard against this. One way would be to send 100,000 copies around the world to defense contractors, etc. In putting it out my thought was to first give George Bush the opportunity to talk about it at a press conference. Another way would be for the two Chairmen of the House and Senate Intelligence Committees to have a press conference and put it out. I am assuming the President probably should not do it. One of the things I am looking for you to do is to figure out how best to build up anticipation to assure that it gets a network play and top press attention and a sustained follow-through. Two or three months later the Department of Defense should put out a 60-page paper on how to protect our technology and designs. Give me a call if you need any help.
