Your memorandum of 11 December nicely divides the subjects we would want to cover in briefing, Hamilton and others. However, we need more than that. We need to know the general scope and context of each presentation to assure that in their totality they are comprehensive and properly related to each other. Also, we need a Community briefing, not merely a CIA briefing. 2. In this context there are two parallel efforts that cover somewhat the same ground. The first is the second part of the Shultz briefing, the first part of which was given during the summer. Bob Gates was to do the second part as I remember. 3. The second part is the report on progress parallel to the one I gave to the President last year. We should do this in a classified form but having in mind the possibility of a somewhat broader distri- bution than the last one which went only to the President. Then, as a further step, we can consider whether the broad scope and thrust of this report might be sanitized so that it could be used for more general purposes. This last step is more difficult and we should not complicate the early steps by worrying about that until the basic material has been put together. William J.
