Hatch, Chairman Committee do Labor and Human'Resources United States Senate Washington, D.C. 20510 Dear Orrin, Thank you for your letter of 11 May 1983 in which you ask that Dr. Pillsbury be provided briefings on Soviet policy as it relates to international labor issues. My Legislative Liaison Office will be in touch with Dr. Pillsbury to arrange those briefings as you requested. As you and Mr. Bob Searby of the Labor Department requested, we have provided Dr. Pillsbury compartmented access at the SI/TK level so that we could provide him sensitive information relative to your needs as Chairman of the Committee on Labor and Human Resources. However, this information will necessarily be provided on a strict "need to know" principle. For example, we,will be unable to provide Dr. Pillsbury a set of materials on terrorism. The professional staffs of the Judiciary Committee and the Subcommittee on Security and Terrorism have access to this information and I am sure they can provide you excellent staff support. course we can provide you with a private briefing as your need for this information arises. As to the daily periodicals available in the Senate Select Committee on Intelligence (SSCI), these are all-source documents of the most extreme sensitivity, covering the range of the Intelligence Community's collection and analysis efforts. They are provided to the professional staffs of the SSCI for their daily oversight responsibilities, and are held there so that any Senator who is interested can read them himself. I cannot agree to Dr. Pillsbury's reviewing them on a daily basis; to do so would do injury to the concept of "need to know," which is just as important as the level of a person's clearances. We will, of course, certify Dr. Pillsbury's clearances to other components within the Intelligence Community, but I would expect them to apply the same strict "need to know" standard to his requests for information and briefings. ri' J.
