I enjoyed seeing you at The White House
earlier this week. As promised, I have
enclosed the paper that you asked me to
prepare, when I served as a member of the
President's Foreign Policy Advisory Group
during the pre-inauguration period. You
will recall that various members were asked
to prepare short papers on a variety of
subjects. My assignment was NATO. As you
will note, the paper is written from that
standpoint. You will find on pages 6 and
7 my comments on overhead photography.
I do hope you will personally interest
yourself in this subject- I am convinced
that it is important if we are going to be
able to sustain a policy over a prolonged
period, which is obviously, going to be
necessary, given the Soviet efforts.
When the Reagan Administration went into
office, there was a healthy national con-
sensus in support of a strong national de-
fense. It is today badly fractured and
weakened and needs shoring up. Certainly
the President did a spectacular job on
television that night, but I am afraid it
will take more than that.
