SUBJECT: The Newly Emerging Third World Oil Producers
As part of the concern about the use of Western technology to assist the
Soviets to carry on their military buildup, there is increasing interest in
the possible application of that technology to build up capabilities in areas
that might be more supportive of our interest in Third World areas as Henry
Kissinger suggested in the recent New Republic article. The research paper
on "The Newly Emerging Third World fl ro ucers" (GI 82-10166) is a step in
the right direction. I would like to see some background and information on
the following:
1. What was the standard for selection of these seven countries?
2. What other countries have significant oil prospects?

-- Morocco
-- Egypt
-- Angola
-- Gabon
-- Ecuador
-- Peru
-- Colombia
-- Argentina
-- Chile
-- Kenya
-- others
3. Which Third World countries have significant prospects for
additional gas production?
4. What is the relevance of U.S. technology, know-how and capital
to increase exploration and discovery in these countries?
5. What are the opportunities and obstacles to promoting deep drilling
for deep gas facilities which has been so successful in Oklahoma, etc.?
