MEMORANDUM FOR: National Intelligence Officer for Latin America
FROM: Director of Central Intelligence
SUBJECT: Cuba/Nicaragua/Latin America Estimates
1. As I mentioned to you yesterday, I would like you to review
how and why the estimates on Cuba and Latin America beginning early
in 1980 until June, 1981 were altered as successive drafts were
created. The first of these drafts was right on target at the time
and the process by which it was revised and held up until the edition
of the first draft had become a reality is something I think we should
analyze for what we can learn in order to do better in the future
from this experience.
2. Also, here is a Nicaraguan paper of 2 May 1979. I would
like to know how this and any earlier estimates and subsequent esti-
mates relates to the picture as it has emerged to date in Nicaragua.
3. Also, to what extent the Central America estimate which was
put out in August shapes up against what we see to be happening in
Nicaragua now, and is a further estimate called for at this time?
