CCPC Study of Intelligence Activities Against
Narcotics and Dangerous Drugs
1. The attached study, prepared in response to your Memorandum
for USIB Principals, (TAB) is forwarded for your review.
2. The study took an exceptionally long time due in large part to
the difficulty of integrating new elements into the committee structure and
going through the tedious process of getting useful information from them.
The attached study was approved without any expressed reservations.
3. The footnote to the final recommendation (page 42) is to focus
attention on the CCINC intelligence subcommittee as the presently
constituted element responsible for leadership and coordination of the
narcotics intelligence effort. A majority of the CCPC members feel that
this subcommittee has not yet shown the necessary capability to carry out
this important function and suggest a USIB-controlled group as a possible
alternative.

4. It is recommended that this study be placed on the agenda for
discussion at a USIB meeting. It is a first of a kind, it raises questions
about the present organizational structure designed to handle the narcotics
intelligence problem, and it is of particular interest to Treasury.
5. If you approve, will circulate the attachment and
schedule it on a USIB agenda for Board consideration at an early date.
