Minutes of INTERNET Meeting on 9 December 1986
1. The meeting was held at 1500 hours in the ESG Conference
Room, Room 301, Ames Building. The following were in attendance:

a. Writing an RFP for competitive procurement for design and
installation of the INTERNET Console.
b. Remoting the control and status of the TVRO at Langley to
the Reston TV Center.
3. The RFP is for the INTERNET Console to be located in the ICC
room on the third floor of Building B of the Reston Town Center. The
console should have the necessary controls and displays to view the
results of commands for video and audio routing and link control of
the supporting ground stations.
4. The RFP should define all of the interfaces to the console
and what is expected for operations. The console should be able to
show active and available routing channels at Reston, to monitor TV
and audio signals, and include some type of world display showing the
INTERNET System and status of each of the links.
5. Reference material to be used in writing the RFP should
include: The INTERNET Operations Concept paper, the INTERNET ICD, and
documentation written by ST Research in conjunction with FED.

6. The RFP should include generic functional requirements,
physical requirements, ergonometric considerations, schedule, and
evaluation criteria and be on the street no later than January 15,
1987.
7. Scheduling should include 60 days for bidders to respond to
the RFP, 30 days for government evaluation, time for negotiations and
contract award, and a delivery IOC of September 15, 1987.
8. A bidders list should be developed quickly to include 4 to 6
potential bidders. Possible bidders could include: OTI, ST Research,
and Teleconferencing Systems. Mitre could be contacted to possibly
provide additional qualified bidders.

10. For remoting the TVRO (Langley) to Reston, the requirement is
to develop a plan to design and ROM the remoting of those functions of
the TVRO that would make control and status available in the TV Center
at Reston.
11. Use work in this area for a baseline.
Detefmine if new receivers with remote capability can be found or if
the existing receivers can be modified for remote capability.
12. For now, the first priority is maintenance of the TVRO. The
TVRO equipment must be up and running at all times and hours of
coverage are likely to increase over what they are now. ST Research
and Sat Comm are currently doing some of the maintenance work. A new
program for the IBM PC is needed for antenna tracking.
13. The remote capability for the TVRO will be needed at Reston.
But, depending upon complexity of the design it may also be available
at the Key Building sometime next year before the move to Reston.
