SUE O'BRIEN: The Washington Post says the.CIA
encouraged a plot to keep Marxist Salvador Allende from becoming
President of Chile, but that the scheme backfired.
The Post says the plot called for the kidnapping of
Chilean Army Commander Rene Schnieder, but the attempt failed
when Schnieder was fatally shot. The Post says the idea
was to provoke the military into taking control of Chile.
In Atlanta, the Deputy Director of the CIA, meanwhile,
says it's okay with him if Congress oversees the ,intelligence
agency.
General Vernon Walters says the CIA should. operate
under certain ground rules, but he says Congress should stop
changing the rules.
GENERAL VERNON WALTERS: Whatever guidelines th
Congress gives us that they want U.S to abide by, we hope they
will provide for some mechanism so if somebody in an investi-'A
gation in 1990 doesn't say, "What were those horrible things
you were doing or not doing back in, 1975?"
O'BRIEN: Deputy Director Walters was speaking to
the Rotary Club on that Atlanta visit.
