Longfellow's great historic narrative which hailed in verse
the American symbolism of the Minute Man provides the
theme of ROA's 1975 Mid-Winter Conferences.
Our Association takes pride in the privilege of having a
part !n beginning the Nation's Bicentennial observance.
The ROA served the cause of national securi#y for nearly
30 years before the Congress and the President, recognizing
the growing (30,000) group's service, enac#ed the law which in
effect issued a Charter and created "The Reserve Officers
Association of the United States." So, this year we mark the
25th anniversary of ROA's charter.

members and their friends and spouses, emphasis has been lai
this year on advance registration. For those of you who did register
in advance, you have simplified the conference administration. If you
have waited until your actual arrival, your patient cooperation in
handling your requests at the registration desk is urged. The regis-
tration booths are situated in the Washington Hilton Concourse, which
will be used exclusively for this purpose throughout the conference.
The ROA National Headquarters will maintain offices in the Cabinet
Room on the Concourse level. The registration fee of $47.50 per
person covers all the expenses of the conference, including luncheons
on Thursday and the reception, banquet and dance on Friday evening.
ROAL REGISTRATION: ROAL members will be registered as for ROA,
and tickets issued will include the ROAL Luncheon and White House
Tour on Thursday, and reception, banquet and dance on Friday
evening.
BANQUET TABLE ASSIGNMENTS: In order to eliminate confusion
and uncertainty so far as possible, assignment of banquet tables will
be made after the delegations arrive and each delegation chairman or _
secretary is able to ascertain an accurate count of those attending.
The procedure followed at the last convention wilt' apply at the Mid-
Winter, i.e., each delegation will be given the privilege of selecting
their tables in the order of their department's standing in a member- _
ship activity table which will be posted. Assignments of tables will
take place in the Cabinet Room beginning at 11:00 a.m. Thursday and
must be completed by 2:00 p.m. The respective department officers
should apply in appropriate order. The Department officers then will ,
be responsible for seeing that their members take the numbered tables
assigned to them.
INDIVIDUAL SEATS. Individuals not included in department groups
will be assigned seats upon application to the office at the conclusion
of the department drawing.
MEMBERS OF CONGRESS AT THE BANQUET: Department leaders
generally understand the custom at the Mid-Winter Conference regard-
ing entertainment of their Senators and Congressmen. Each depart-
ment is urged to take the necessary steps to insure that their guests
are met and properly escorted when they enter the hotel.
OTHER GUESTS: There also will be a number of other guests of the
Association including representatives of the President of the United
States, civilian secretaries of the Military Services, our Military Service
Chiefs, members of Congressional Staffs and the Press.

ROA's staff. Request for meeting room assignments and nonscheduled
committee meetings and for similar purposes will be made on appli-
cation at the ROA National Headquarters office in the Cabinet Room.
Personal room reservations are the individual's responsibility, as to the
requirement for check-out, paying of bills, etc.
VISIT YOUR CONGRESSMEN AND SENATORS: One of the important
activities of ROA members during the Mid-Winter Conference is the
"Visit "Your Congress" program. AI! members of ROA and their wives
are urged to visit Capitol fiiil, tail upon their Representative and
Senators in the United States Congress, and express to each an
appreciation for their past support and hopes for their support in
the future.
PAY RESPECTS TO CONGRESS STAFFERS: Congress is in session,
but many members will be in Committee. Do not miss the opportunity
to visit their offices and to talk to their administrative assistants or
other staff members. (They're the ones who do the work!)
ROA-OOD-ROTC CONFERENCE: As in 1'974, ROA again is staging,
with the cooperation of the Department of Defense, an ROTC, AFROTG
and NROTC Conference in connection with the ROA Conferences.
Some 25tJ outstanding cadets and midshipman of Army, Navy and Air
Force, from the nation's great university and college campuses, are
here far an all-day Friday conference with the key officials in the
Department of Defense and olficers of the Military Services, at the
Pentagon, and on Thursday for a breakfast on Capitol Hilf, and a
sharing of ROA's Thursday Service Section Luncheons and Meetings,
and the Anniversary Banquet on Friday night. These students recom-
mended by the Military Professors on their own campuses, are repre-
sentative of the finest of American youth who are committing them-
selves to military service in the Reserves and to service to their country
In any future national emergency. They are welcomed and honored
guests of the various ROA Departments and of the National Association
as a whole. The Conference was arranged by Mr. Thomas W. Carr,
Special Assistant for Educational Matters, Office, Deputy Assistant
Secretary of Defense {Education) and his Director, LTC Jack Gentry,
Director of Precommissioning Programs along with ROA's ROTC
Committee.
NATIONAL COUNCfL MEETING: The National President. has called
the National Council to meet on Friday morning; white only members
of the Council will be admitted to the section reserved to its members,

and observers in the "gallery" established for that purpose. In this
connection, your attention is invited to the composition of the Council,
i.e., members of the National Executive Committee, plus a representa-
tive of each Department elected at the Department Convention, or
another member of his department designated by the National Council-
man if he, himself, cannot come to Washington at that time.
RESOLUTIONS: The National President and the Chairman of the Reso-
lutions Committee, with the National Staff, have made special efforts
this year to have available for Council members upon their arrival in
Washington, copies of all resolutions which have been submitted for
consideration by the Council, thus giving the Council members 24 hours
or more to consider them. The bulk of these resolutions w8s produced
by the Fall Service Section Meetings and those received from depart-
- ments and committees at least 15 days in advance of the National
Council Meeting, as specified by the Constitution. The report and
recommendations regarding these resolutions will be submitted to the
National Council Meeting on Friday.
ANNIVERSARY OF THE MINUTE MAN MEMORIAL: It was on Washing-
ton's Birthday in 1968 that the new National Headquarters-The Minute
Man Memorial Building-in its prestigious location on Capitol Hill was
dedicated. There will be no formal program in the building this year
but the building will be open to visitors daily from 8:00 a.m. to 5:00 p.m.,
to permit ROA and ROAL members, their guests and friends to visit the
building and to note the improvements which have been made during
these past twelve months. Although the usual administrative work will
be in progress, the staff members in the building will be glad to pause
in order to permit ROA and ROAL guests to visit the building.
SERVICE LUNCHEONS: Luncheons will be held by the Service Sections
on Thursday, as shown on the Section agendas. The separate Sections
will meet on Thursday morning, and will reconvene after conclusion of
the luncheons.
